Abstract
This article examines the relationship between culture and foreign language education, with a primary focus on how cultural competence is represented in global frameworks for language teaching. The study specifically addresses the two most prominent frameworks: the Common European Framework of Reference for Languages (CEFR) and the American Council on the Teaching of Foreign Languages (ACTFL) Guidelines. It first describes how cultural competence is articulated within each framework and then compares them. The findings reveal that the two frameworks differ in their treatment of culture, both in form and in substance
